abuse of power The administration is presumed to execute laws not with evil eye and unequal hands . But this presumption cannot be carried to the extent of holding that there must be some undisclosed and unknown reason for subjecting certain individuals or corporations to hostile and discriminatory treatment. However, the possibility of discriminatory treatment cannot necessarily invalidate the legislation. Where there is an abuse of power, the parties aggrieved are not without remedies. |
